Mr. Basile is committed to representing students, parents, families, and guardians in all aspects of special education disputes.  Experience in special education matters means not only knowing special education law, but understanding diagnoses and psychological assessments in order to determine if a student is being provided with an education truly tailored to meet their individual needs.  Children with special needs should be in a learning environment where they feel valued, safe, and supported.  Services and supports should be objectively analyzed to determine the quality of your child’s education program. Resolution

Effective resolution often requires open communication, emphasis on collaboration and shared decision making throughout the process.  The school may advise a parent their child is making progress but objective evaluations indicate the child is making very little progress or regressing.  Parents understand that if their child does not receive an appropriate education and gain the skills essential to be an independent member of the community, they will deal with the repercussions. 

There are times when there is disagreement, and parties reach an impasse.  Often a meeting with the school and collaboration can help to resolve.  However, a parent may face a situation where a school district refuses to comply with federal and state laws. Roy is sensitive to the stress many parents feel when considering legal action against their child’s school.  He works to negotiate appropriate services and education while preserving the relationship between schools and family.

However, in order to obtain critical services your child is entitled to; parents may have to engage in litigation.  Roy is an unwavering advocate for his clients and is prepared to litigate when it is necessary to secure an appropriate education.

About Us

Roy Basile, Esq.

Roy Basile is a Pennsylvania attorney specializing in special education issues.  He earned his Bachelor of Science in Business Administration from Rutgers University School of Management and a Juris Doctor with a concentration in litigation from Western Michigan University, Thomas M. Cooley Law School.  While in law school, he was selected to represent the school as a member of the Mock Trial Team. This valuable experience allowed him to learn and hone his trial advocacy skills.  Before graduation, he completed an internship with the Defender Association of Philadelphia, advocating in the Court of Common Pleas.

Roy completed honorable service in the United States Marine Corps and volunteered with the Marine Corps Reserve Toys for Tots Program.  He continues to utilize the critical thinking and adaptability he learned in the Marines to respond to the unpredictable issues that arise in litigation. 

Roy is committed to community and professional service.  For over a decade, he has volunteered with multiple non-profits, parent groups, and community organizations, advocating for children with disabilities and underserved communities.  Roy has conducted corporate trainings and taught undergraduate and graduate legal courses.  He teaches self-advocacy workshops and supports legislation and policy initiatives to ensure oversight, accountability, and access to quality education.  

Parent Advocacy and Training

Parent advocacy is essential to ensure students with disabilities receive appropriate services and support tailored to their individual needs.  As members of the IEP team, parents play a vital role in developing IEP and service plans.  They know their child and can provide valuable insight into their child’s unique strengths, needs, and goals.  Parent input and collaboration leads to better functional and academic outcomes. By understanding your rights in the special education process, you will be prepared to take an active role in your child’s education.  The first few years of school are critical because a child is building a foundation for all future learning.  Roy provides free parent self-advocacy workshops through various nonprofits and family support groups.
